Quality of Outcome (QoO) is an open framework that aligns network quality assessments with the needs of users, operators, and app developers. QoO uses a Quality Attenuation metric to provide a unified method for defining and evaluating application-specific network requirements.

Quality of Outcome ensures actionable insights for network optimization and simple quality scores for end-users, while Quality of Service (QoS) or similar “dry” mathematical metrics don’t correlate directly to the user experience, and Quality of Experience (QoE) measures like NPS can be very subjective and unreliable. QoO is a diagnostic that makes sense to customers. It shows performance, not network statistics, in a mathematically sound and standards body-backed way.
